NOTE FOR MUNICIPALS & PROVIDERS Better informed use of their health insurance is likely to reduce the patient's frequency of emergency room visits, for non - emergency, non - life threatening illnesses or injuries. Low income patients whose healthcare is bourne by public aid is self insured and falls upon the taxpayer ultimately. These funds no longer needed can be reallocated elsewhere as needed. Insurer case management will help backlog of emergency care and direct appropriate care for the patient. Bottom line will lower public costs for senior or disabled under 65 healthcare, and reduce the backlog of care providing improved care, providing the patient with improved choices of care.
